Public Utilities Commission (PUC) is an independent state institution responsible for regulation of energy, telecommunications, post and railway sectors in accordance with the law "On Regulators of Public Utilities" and the corresponding normative acts in the regulated sectors.

The regulator sets the tariff calculation methodology, approves tariffs for utilities, issues licences and supervises implementation of the set conditions, supervises compliance of utilities with requirements for quality and environmental protection, technical regulations, standards and performs dispute out-of-court settlement, etc.
