JREC is develops its priorities and actions through informal high-level conferences and meetings, where appropriate adding dedicated sessions on to international conferences and meetings covering the broader energy debate to avoid duplication and overlaps. Such events serve as a high-level platform to discuss concerted actions where appropriate and to increase the regional and international awareness of the actions undertaken by pro-active governments. The latter also allows Members to attract attention from the finance and business community. Activities are developed in close partnership and with the support of a broad stakeholder community, including business, NGOs and academia.
JREC Members particularly acknowledge that time-bound targets are important instruments to express a government’s vision and to develop and implement integrated policies.
Members acknowledge, however, that the respective member-governments are best placed to develop and adopt ambitious national or regional time-bound targets. The European Commission is sponsoring the development of an innovative public-private financing mechanisms to enhance access to affordable risk capital by renewable energy business and project developers. Following the conclusion of a feasibility study, experts proposed to develop a Global Renewable Energy Fund of Funds. The GREFF should help closing the financing gap for developing renewable energy markets and services world-wide.
The European Commission will soon launch a call for proposals to hire a professional fund management team to implement to recommendations of the feasibility completed in November 2004 with a view of establishing a Global Renewable Energy Fund of Funds. The JREC secretariat encourages the development of additional innovative financing initiatives through associated partnerships and IFIs.

The Johannesburg Renewable Energy Coalition, also known as JREC, is the group of countries supporting the Declaration on The Way Forward on Renewable Energy (also known as the JREC Declaration), made at the World Summit on Sustainable Development in Johannesburg, South Africa, in September 2002.
