The CEI was established in 1989 as an intergovernmental forum for political, economic and cultural co-operation among its Member States. Its main aim was to help transition countries in Central Europe come closer to the EU. In the second half of 1990’s, the extension of its membership to South-eastern and Eastern Europe refocused its priorities on countries in special need.
In 2006 the CEI Working Group on Energy identified the priorities and core issues for the sector which have been reflected in the CEI Plan of Action 2007-2009, namely: promotion and development of energy efficiency; security of energy supply and know-how transfer as well as research and development of renewable energy sources. In this regard, the CEI plans to implement ad-hoc projects, programmes and activities in order to develop these prioroties through the elaboration of specific projects.
