The CDIA is a multi-donor Programme established to assist medium sized Asian cities to bridge the gap that typically occurs between their development planning and the implementation of their infrastructure investments.

Within this context, CDIA uses a demand driven approach to support the identification and development of urban investment projects in the framework of existing city development plans that emphasize one or more of the following impact areas:

   1. Urban environmental improvement
   2. Urban poverty reduction
   3. Climate change mitigation or adaptation
