"To improve the quality, minimise the cost and expand the use of electricity in the Pacific Islands Region". In this context it will: • Be the Regional voice for the Pacific Island Country (PIC) utilities. • Provide a forum for PIC utilities to address their needs. • Influence development of policies and program that effect members interests. • Provide strategic information and institutional strengthening services to assist members. • Enhance understanding of the energy supply business in the Region.

PPA’s principal activities include: - A regional training programme. - A managerial, technical and financial cooperation programme for sharing utility expertise. - A regional power sector database. - A quarterly magazine. - An Annual Meeting and Trade Exhibition.
